Kerala college teachers body alleges opacity in principals’ appointment

GCTO officials further said that several individuals included in the present principal list have already retired from service. Kochi: Govt College Teachers’ Organisation (GCTO) alleged that the higher education department’s recent order appointing 33 principals in govt colleges was issued by disregarding UGC norms and without transparency. GCTO said several eligible candidates who were included in the earlier provisional principal lists and in two subsequent lists were excluded from the final appointment order without explanation. “Around eight teachers who are currently serving as provisional principals were only allowed to continue in that capacity based on a court order under the new directive. The failure to grant them permanent appointments amounts to denial of justice,” said GCTO state president Gladstone Raj S. GCTO officials further said that several individuals included in the present principal list have already retired from service. They argued that, as per service rules, such retired personnel should be granted notional promotion and the posts treated as vacant, enabling teachers currently serving as provisional principals to be appointed on a permanent basis. The organization also alleged that the criteria for the interview were not published in advance and that no rank list was released. Issuing appointment orders at night, it said, raised further concerns about the transparency of the process. GCTO demanded an immediate review of the appointment order and said it would organize protests against what it termed irregularities in the academic sector. It also called for the formulation of comprehensive guidelines to prevent similar issues in the future.
